refactor(napcat_adapter): 移除消息缓冲功能及相关配置
删除消息缓冲功能,包括: - 移除 message_buffer.py 完整实现 - 清理插件配置中的消息缓冲相关字段 - 删除 message_handler.py 中的缓冲处理逻辑 - 移除 send_handler.py 中的缓冲消息ID特殊处理 - 删除不再使用的模板配置文件 此功能因稳定性问题和实际需求较少而被移除,简化了代码结构并减少维护负担。
